One vote per email address, held by the database and not by a cookie — so clearing your browser does not buy a second one. Nothing confirms an address, so read the number as what people were willing to type, not as a ballot.
Two things: you are told when the thing you asked for is answered, and the count stays one per person. It is never shown on this page, and there is no newsletter attached to it.
A request we decline stays here with the reason. A board you can only see the agreeable half of is an advert.
